To repin the app launcher to the taskbar click the start menu > all programs > google chrome > hover over chrome app launcher > right click and click pin to taskbar. The one you refer to as packaged app is indeed a packaged app, which is not a chrome app, but a legacy form of app. The default screen does not load (the screen with most used links).
